Cutting Red Tape: The Governor’s Initiative on Regulatory Reform

 

Governor’s Initiative on Regulatory Reform works to reduce and clarify cumbersome regulations placed on Illinois businesses. While some state regulations are necessary to protect the environment and public safety, other regulations are costly and time-consuming for Illinois businesses. The Regulatory Reform Initiative focuses on streamlining these types of cumbersome regulations. The purpose of regulatory reform is to help businesses work quickly and efficiently with the State of Illinois.

  4. Since its inception in March of 2005, the Governor’s Initiative on Regulatory Reform has worked to streamline cumbersome processes and lengthy paperwork for Illinois businesses. Below are some samples of regulatory issues that the Governor has been able to address.

    1. Streamlined processes for nurses looking to obtain licenses in Illinois including:
      1. Eliminating the CGFN test from the licensing requirements
      2. Streamlining the fingerprinting process
      3. Making the name change form easier to find online
    2. Clarified rules regarding exempt vs. non-exempt status of IL employees. In July, the DOL put a chart on its website that clearly explained exempt and non-exempt status using both state and federal guidelines. Increased clarity on this issue will reduce the need for consultants and lawyers, saving companies money.
    3. Automated the Capital Development Board's process to return retainage funds to contractors. This will allow contractors to obtain their money quickly and with greater ease.
    4. Converted state business forms from paper to an online format. Now businesses can file taxes and use most of the Department of Revenue’s forms online. At present, we are also working on converting over 1200 other forms from 15 state agencies.
    5. Removed a requirement that US-trained Doctors supply a Latin/English translation for their medical school diploma. This will increase efficiency for Illinois Division of Professional Regulation and prevent delays for physicians looking to receive their licenses.
    6. Eliminated unneeded information from applications that now allows the Capital Development Board to speed payments to contractors.
    7. Reduced and clarified paperwork for businesses. For example, we recently improved the Employer Training Investment Program grant application by following suggestions from Illinois businesses. These changes should save companies time by making the application easier to use.
