Closing a Business Because of Foreign Trade

 

The Trade Adjustment Assistance (TAA) program is a federal program established under the Trade Act of 1974, as amended. The TAA Program provides aid to workers who have become unemployed as a result of increased imports from, or shifts in production to, foreign countries.

Workers whose employment is adversely affected by increased imports may apply for TAA. TAA offers a variety of benefits and reemployment services to assist unemployed workers prepare for and obtain suitable employment. Workers may be eligible for training, job search and relocation allowances, income support and other reemployment services.

The TAA program is administered by the Employment and Training Administration of the U.S. Department of Labor. States serve as agents to the Labor Department in administering the TAA program. The Illinois Department of Commerce & Economic Opportunity’s Bureau of Workforce Development has been designated in Illinois as the agency to administer the TAA program in conjunction with the Illinois Department of Employment Security.

How To Apply

A Petition for TAA may be filed by a group of three or more workers, their union or other duly authorized representative. Once your petition form(s) are complete, fax a copy to the U.S. Department of Labor, Employment and Training Administration, Division of Trade Adjustment Assistance, Room C-5311, 200 Constitution Ave. N.W., Washington, D.C. 20210 at (202) 693-3584 or 3585 and a copy must also be faxed or sent to Carol Kulek, Manager Rapid Response Division, Illinois Department of Commerce & Economic Opportunity, 620 East Adams Street, 5th Floor, Springfield, IL 62701, FAX: (217) 558-2444.

Petitioners should complete and sign the petition and send it directly to U.S. Department of Labor and the Illinois Department of Commerce & Economic Opportunity at the above mentioned address/fax number. If a petition is filed by a union or company official, only one petitioner signature is required. Otherwise, the petition must be signed by at least three workers.

Once your worker group has been certified by the U.S. Department of Labor, you will receive a letter from the Illinois Department of Employment Security, the state’s UI agency informing you of which local Illinois Employment & Training Center (IETC) you should report in person to apply for benefits.
